“Virtual Assignments can be an Effective Instrument”

Our Focal Points in countries of origin are essential in approaching host Institutions. They help identify priority sectors, liaise with diaspora experts about their assignment, and facilitate the overall implementation and monitoring of CD4D2. 

“To properly execute and monitor CD4D2 it is an advantage to be based in Iraq. I reach out and liaise with Host Institutions in Iraq’s Kurdish Region and share CV’s of prospective participants for a fitting match. Some institutions have worked with IOM the Netherlands before, in CD4D1 and Temporary Return of Qualified Nationals (TRQN). So they are familiar with what we aim to achieve.”

“Through CD4D2 the host institutions  receive knowledge and expertise that matches their demand, based on their capacity building needs. “Host institutions acknowledge the advantages of working with diaspora experts. Our participants know the language and are familiar with local culture. And because the assignments only last three months, they are focused on delivering results. Recently two participants finished their assignments; one will probably be extended with a physical follow-up at the request of the Host institution. Two other candidates are currently engaged in assignments; a virtual training with the Sulaymaniyah Governate; and a physical assignment at the Commission for Investigation & Gathering Evidence (CIGC) in Duhok Governate. A third application has been shared with the Ministry of Planning in Erbil and is waiting for their approval.” 

“Since March 2020 most training courses were given virtually because of COVID-19. Our internet is not always reliable and not all trainees possess a laptop, which makes the assignments quite challenging. At the moment however institutions are cautiously re-opening, with staff working in shifts.” 

“Virtual training is beneficial for practical training.”

“This may also open the door to physical assignments, although I am hesitant. No one knows how long the pandemic and its after effects will last. Virtual training can be very beneficial, for instance for practical instructive training. Then they are effective instrument to identify and address needs without the hassle of a centralized meeting. The diaspora expert can even stay in his or her country of residence. It is good to keep in mind, because life will not be the same after COVID-19. It requires new ways of working, but for sure it will not hamper the effectiveness of our CD4D2 assignments.”
